Second round of talks ends



The second round of government-Maoist talks concluded on Thursday with both sides agreeing to hold summit talks between the prime minister and Maoist supremo Prachanda in the presence of seven party alliance leaders.

The two hour talks also decided to form a truce monitoring team, request the UN to assist the monitoring team and hold further talks under observers.

A 31-member Ceasefire Code of Conduct National Monitoring Committee was formed to monitor the implementation of the 12-point understanding between the seven party alliance and the Maoist reached in November last year and the 25-point Ceasefire Code of Conduct reached on 26 May. The committee is to be headed by civil society leader Dr Devendra Raj Pandey. Other members of the Committee are Dr. Arjun Karki, Dr. Om Gurung, Professor Kapil Shrestha, Dr KB Rokaya, Keshav Bhattarai, Krishna Pahadi, Gauri Pradhan, Chandi Raj Dhakal, Charan Prasain, Taranath Dahal, Nilambar Acharya, Padma Lal BK, Professor Bhupati Dhakal, Malla K. Sundar, Dr Mahesh Maskey, Madhav Banskota, Raman Shrestha, Dr Ramman Shrestha, Wangchhe Sherpa, Bishnu Nisthuri, Dr Birendra Mishra, Bishnu Pukar Shrestha, Shanta Shrestha, Shyam Shrestha, Shiva Gaunle, Sushil Pyakurel, Saroj Devkota, Sudha Sharma, Subodh Pyakurel and Sushil Chandra Amatya.

Future government-Maoist talks will be held under the observation of civil society leaders Laxman Prasad Aryal, Padmaratna Tuladhar, Dr Devendra Raj Pandey, Damannath Dhungana and Dr Mathura Prasad Shrestha.

A date and venue for the summit talks are yet to be decided.

The first round of peace talks took place on May 26 in Gokarna Resort where the two sides announced a 25-point Code of Conduct governing the cease-fire announcement so as to ensure a violence-free environment.
