Prime Minister Deuba tried to convince donors Tuesday about his political compulsions, but they were reportedly so skeptical that they are drafting another strongly-worded letter to Deuba to reconsider the move. The decision to dismantle VDCs and DDCs, they say, is a serious setback to grassroots democracy and development.
