Ram Sharan Mahat was as frank as diplomacy would allow while reporting back to donors this week on the country's economic and development performance. He admitted things were bad, and blamed it on the political deadlock. He also admitted his report on budgetary performance was incomplete for another reason: out of about 555 foreign-funded projects in Nepal, only 186 had provided his Ministry with disbursement reports. Looks like "good governance" cuts both ways.
