An OHCHR report examining the human rights situation in Nepal in the context of the peace process up to early January this year comes down hard on the state security forces, government, and Maoists. The Nepal Army is criticised for slow progress on issues of accountability, and the Maina Sunuwar case. The CPN-M is rapped for its failure to take action against cadres responsible for the Madi bus bombing and for disrupting political party meetings. The police are said to have used excessive force during the tarai protests, and the government is taken to task for its inability to improve public security and law and order. The report, prepared in advance of fourth session of the UN Human Rights Council from 12 March to 5 April 2007, also suggests that the state investigate and prosecute human rights violations by the CPN-M as well as state security forces. The report points out that laws against discrimination need to be strengthened and better implemented, and that equality for madhesis is a central issue in the peace process.
