The ten-month old decision of the council of ministers to monitor madrasas, Islamic religious schools, and bring them under government supervision is yet to be implemented. In a meeting on 31 January this year, the council had decided that all madrasas operating within the country must be registered with the concerned District Administration Offices (DAOs), and report to the offices their annual income and expenditure. The government also authorised the District Education Offices to monitor madrasas.

There are an estimated 300 madrasas operating all over the country, but no records of their registration with local authorities. An office-bearer with a Muslim organisation in Kathmandu said that the madrasas were reluctant to register with the authorities,since the government had apparently come to this decision under pressure from the Indian government. Moreover, the administration itself is not really interested, so why should the madrasas make the effort? he asked. Official sources say that Nepali officials have recently met their counterparts from border
areas in India, and decided to follow up the decision and hasten the monitoring process.
