A new Health Sector Strategy identifies safe motherhood and family planning, child heath, the control of communicable diseases and strengthening outpatient services as the four areas that need to be prioritised in the delivery of health services. The way to do this, says the strategy paper, is to decentralise resources and service institutions. In the first phase of the plan, 15 districts would have full essential health care within three years. The strategy would also work towards increasing the per capital health sector expenditure. Presently, Nepal's per capital health expenditure is $10, of which $7 is spent on pharmaceuticals.
