The Maoist movement must change from a wrong, misguided mob into a positive political campaign. In today's context it is necessary for the Maoist leadership to give that assurance. The Maoists have exposed their murderous and anti-development character. It is natural to raise questions about their commitment to Nepal as well as their long term-goals as long as they remain undeclared exiles in a foreign land. If these questions can be answered satisfactorily, talks might be possible. By what "revolutionary" ideal can we justify their attacks on basic development infrastructure?
