President Ram Baran Yadav on Tuesday issued an ordinance to remove constitutional hurdle allowing army mobilisation for the Constituent Assembly election on 19 November. The ordinance states that the legislature parliament to be formed after polls would have to endorse the mobilisation of army within a month.
According to the Interim Constitution of Nepal, the army can only be mobilised during natural disasters on a condition that the decision is endorsed by the parliament within a month.
The National Security Council had approved army mobilisation after the Integrated Security Plan of the Ministry of Home Affairs suggested the deployment of around 60,000 Nepal Army personnel along with Nepal Police and Armed Police Force during the CA election.
