Prime Minister Madhav Kumar Nepal sent a letter on behalf of the government to the United Nations Mission in Nepal (UNMIN) Chief Karin Landgren on Friday covering the decisions taken and the development made so far regarding monitoring of the Maoist combatants in the cantonments and the democratisation of the Nepali Army in response to UNMIN’s queries.
In the letter, the Prime Minister has clarified that the Army Integration Special Committee will monitor the combatants and the cantonments following the exit of UNMIN.
With regards to the Nepal Army, a separate mechanism would be developed for a joint monitoring and coordination committee. All disputes will we resolved through mutual discussion.
The Government has also made it clear through the letter that the ‘two parties’ concept involving the Nepali Army had come to an end following the promulgation of the Interim Constitution and the CA elections, a timely Military Act has been formulated and the process of democratisation of the Nepalese Army is underway.
A report prepared by the Committee on Democratisation of the Nepal Army under the Convenorship of Defense Minister has already been tabled before the CA and the State Affairs Committee of the Legislature-Parliament.
The Government has said that the documents with UNMIN as present and the equipment it has been using are essential for the Government of Nepal. The letter clearly states that the government is not in favour of extending UNMIN’s term.
