Excerpts from the government's political proposals at the peace talks.

Indispensable foundations for state management
People's sovereignty, constitutional monarchy, multiparty democracy and the protection of the national unity.

Policies and principles for progressive reforms
. Keep national unity intact, protect national identity, discourage separatism.
. Establish Nepal as an able and prosperous nation through modernisation and social development.
. End discrimination based on caste, gender, religion and ethnicity.
. Administration to provide justice, equality and a pro-people state.
. Open market economic policy.
. Local self-governance.

Process to implement agreements
In principle, there is no disagreement on the majority of the social and economic issues presented by the Maoists. These issues can be the guiding principles for future governments. The main objective of the talks is to reach an agreement on reforms, target policies and their implementation. More than the process, it is important that the two sides agree on needed reforms.

The process for reform
. Agreement with rebels on aim of reform policies and implementation.
. Convert such agreement into a national consensus document through a roundtable conference including all political parties.
. An interim government will be formed that includes the rebels.
. Parliamentary elections to be held.
. Amendment of the constitution in keeping with the national consensus.

The constitution
The government feels the Maoists' goals can be achieved through amendments and the rewriting the constitution. However, the government is ready to discuss all issues with an open heart and reach a compromise.

Issues to be considered for success of talks
Both sides should try to build an environment of trust for successful peace processes. To achieve that the following need to be done:
. Abide by the code of conduct to manage the ceasefire.
. Monitoring team mobilised immediately.
. Same team to deal with disputes.
. Resolve dispute before going public.
. Foster an environment allowing all political activities and government's works in all parts of the kingdom.
. Maoists should disarm and hand over weapons to make conducive environment for talks.
