Government promotes accused NA officer

Ignoring repeated call by national and international rights bodies and victims’ families, the cabinet meeting on Thursday promoted an accused Nepal Army officer Col. Raju Basnet to the post of Brigadier General.

The government had been under heavy pressure from organisations like Amnesty International and Human Rights Watch as well as National Human Rights Commission not to promote Basnet, who faces charges of serious allegations including torture, forced disappearance, rape and murder.

The 2006 report of investigation into arbitrary detention, torture and disappearances at Maharajgunj RNA barracks, published by OHCHR, specifically details Basnet’s role in abduction, inhuman treatment and disappearances of students and activists affiliated to CPN-Maoists, then an underground outfit which was waging war against Nepali state.

The news about government’s plan to promote Basnet in July had infuriated rights bodies who wrote to the government not to ‘promote impunity’ and demanded that Basnet be suspended from the army as per NHRC’s recommendation and put on trial. The national and international pressure then had delayed Basnet’s promotion.

According to Minister for Information and Communication Raj Kishor Yadav, 10 0fficials have been promoted on Thursday including five colonels to brigadier general and five lieutenant colonels to the position of colonel. Those promoted include Raju Basnet, Prabhu Ram Sharma, Bijaya Dhwoj Karki, Samir Sahi and Suwarna Bahadur Mahat., Baburam Shrestha, Arun Kumar Pal, Pradip Jung KC, Niraj Poudel and Santosh Dhakal. The meeting also cleared the scheduled visit of UK army chief in November.
